HP has issued an advisory for the iPAQ hw6500 Mobile Messernger. When a private GSM/GPRS network uses Password Authentication Protocol (PAP) on an HP iPAQ hw6500 series Mobile Messenger, Packet Data Protocol (PDP) contexts fail to activate. When this issue occurs the device cannot connect to an Access Point Name (APN) and the following error message displays: “User Authentication failed”.

The solution recommended is to change the GPRS authentication method from “PAP” to “CHAP”.
